Phelps TwitterOlympic champion, Michael Phelps, was arrested and charged with driving under the influence in Baltimore at 1:40 am Tuesday.  This is Phelps’ second DUI arrest, the first was when he was 19 years old.

Phelps spend hours drinking and playing blackjack at the Horseshoe Casino, WJZ reported.

Police clocked Phelps driving a 2014 white Land Rover on I-395 going 84 mph in a 45 mph zone. He was observed crossing the double yellow lines through the Fort McHenry Tunnel on northbound I-95.

According to police, Phelps was cooperative throughout the tests and arrest.

Phelps, the most decorated American Olympian in history, took to Twitter to comment on the arrest.

“I understand the severity of my actions and take full responsibility.”

“I know these words may not mean much right now but I am deeply sorry to everyone I have let down.”

Teammate Ryan Lochte told TMZ Phelps “made a dumb decision” and that he should have hired a driver.

“He has so much money to get a driver. I even have a driver. Just stinks for the sport of swimming,” Lochte told TMZ.
